Abstract

With the start of official negotiations on Ukraine’s accession to the EU in 2024, the state faced the crucial task of fulfilling the conditions set by the European community for countries applying for membership in the Union. One of these conditions is the alignment of national regulatory legal acts, including in the agricultural sector, with European documents.

The European approach to agricultural and rural development is based on the multifunctionality of agriculture, which is reflected in the long-term vision for the EU’s rural areas up to 2040 and a number of other policy documents adopted to ensure the prosperity of rural areas in Europe, its food and energy security. It also involves the empowerment of rural communities, the promotion of social innovations, the improvement of access to services, especially communication ones; the preservation of natural resources and the greening of agriculture, diversification and an increase in the share of value added from the economic activities of the rural population.

The adoption by Ukraine of the Strategy for agricultural and rural development for the period up to 2030 became a significant step towards the use of European values in the post-war renewal of the agricultural sector. At the same time, it does not clearly define the ways and means of solving certain problems in the Strategy. To clarify them, the need and directions for overcoming structural deformations in agriculture are substantiated, in particular, the legislative regulation of agricultural holding companies and the application of the concept of "active farmer" used in the EU; increasing the productivity and competitiveness of production, producer incomes, the effectiveness of the knowledge and innovation exchange system; introducing a differentiated approach to supporting different groups of agricultural producers; post-war improvement of land relations; a clear outline of measures for the greening and climate adaptation of agriculture, etc.
