THE ROLE OF UKRAINE’S FOREST SECTOR IN THE NATIONAL POST-WAR RECOVERY PLAN AND THE EUROPEAN GREEN DEAL: A PRELIMINARY ANALYSIS

The Russian Federation’s military aggression against Ukraine foregrounds the understanding of the role and importance of each economic sector in post-war reconstruction and further development. The drawing up and approval of Ukraine’s recovery plan is ongoing, but preliminary drafts of Ukraine’s national recovery programs, which differ in thematic focus, have already been worked out.
The role of the forest sector is analyzed from the perspective of the Draft Ukraine Recovery Plan, and its coherence with the European Green Deal is identified. For this, certain elements of quantitative and qualitative content analysis based on the 17 draft Ukraine’s national recovery programs are applied. Using some of its elements, it is determined that forest sector topic is explicitly addressed in four draft Ukraine’s national recovery programs, implicitly in five, and it is not represented in any way in eight. It is established that the priorities for the forest sector development previously outlined in draft national recovery programs do not relate to the sector as a whole, but are focused on forestry and pay less attention to the potential of the woodworking industry, the manufacture of wood products and paper. The initiatives and strategies of the European Green Deal, which determine development priorities for the forest sector at the EU level, are analyzed. It has been established that there is a partial coherence between draft Ukraine’s national recovery programs and the priorities for the forest sector development set by the European Green Deal.
In order to ensure greater coherence with the European Green Deal, it is recommended to take into account in Ukraine’s national recovery programs the projects and measures aimed at the development of forest bioeconomy, forest tourism and the woodworking industry, the application of circular economy business models in the forest sector, the creation of urban forests, the stimulation of multi-purpose forest use and the cooperation of specialized scientific institutions and educational institutions with business.
