MODERNIZATION PARADIGM OF EUROPEAN RURAL DEVELOPMENT POLICY: INSTITUTIONAL APPROACH, CHALLENGES, PROSPECTS

The European rural development policy is analyzed in the paper. It is shown that the policy has seen a long period of formation and changes, which is connected with the peculiarities of the constant reforming of the EU Common Agricultural Policy (CAP) as a basis for determining the goals, priorities and strategies for rural areas development, as well as changes in the focus of European regional policy. The theoretical basis of the "rural development" category is summarized, in particular, methodological approaches to the definitions "village", "rural territories", "rural area" are highlighted, the essence of rural development policy is revealed from the perspective of its historical contribution and supplementing the EU CAP. The conceptual foundations of rural development policy formation, which were established at various stages of evolution, determined its role and place as the EU CAP’s "second pillar", are considered. The features and differences between the rural development policy and the EU CAP are identified.
The theoretical-cognitive, historical and institutional-practical prerequisites for the formation of current and future socio-economic strategies of the European rural development policy are substantiated. Since the rural area is characterized by the heterogeneity of economic activity types, the variety of natural and climatic conditions, the specifics of endogenous resource potential, an assessment of measures to ensure the competitiveness of rural areas with increased emphasis on the development of social innovations and enhancing the community initiative has been conducted.
Features of the EU institutional approaches to monitoring, evaluation and recommendations for rural development programs implementation are identified, particularly, with evidence from several EU member countries. Based on the EU’s new ambitious goals regarding the preservation and promotion of rural areas’ values, the cost distribution mechanism has been investigated, progressive trends and priorities for the creation of sustainability-based rural development policy until 2040 have been singled out.
