THE MODEL OF "GOOD GOVERNANCE" AS A WAY OF REFORMING PUBLIC POLICY IN UKRAINE

Abstract

The model of "good governance" has been studied in the context of the needs of public policy reforming in Ukraine, taking into account modern realities and capabilities of the state. The relevance of this problem is due to the fact that the transition to a modern public administration system with strong institutions supported by the rule of law will require Ukrainian government to take the steps that should be implemented when hostilities are still ongoing, and to develop the strategic priorities that will put the state on democratization and European integration trajectory.

It is argued that currently the model of "good governance" is one of the most attractive alternatives to the model of public administration, the implementation of which will be possible only under a number of conditions, the fulfilment of which in Ukraine is problematic given the consequences of military aggression. However, even today the state can take steps to implement the "good governance" model. Furthermore, its basic postulates allow to say that it is not just one of the options for public administration, but a philosophy of life in the state, which involves cooperation as the main form of interaction between various actors of the processes (social, economic, political, informational) that characterize all diverse activities of the modern state.

Ukraine's active transition to this model is hindered by problems that are singled out. Nevertheless, its implementation should solve the strategic tasks of public administration which will inevitably be faced by the country in the post-war period, such as the fight against corruption, media freedom, and increasing the professionalism of civil servants.
