DEVELOPMENT OF QUALIFICATION CENTERS IN UKRAINE FOR THE POST-WAR RESTORATION OF ENTERPRISES' PERSONNEL POTENTIAL

Abstract

The challenges for the labor market and economy of Ukraine, which have arisen as a result of the full-scale war and will manifest themselves in the post-war period, are analyzed. The threat of qualified personnel shortage due to military actions, migration, closure of enterprises, outflow of employees, cuts in budgets for training, etc. is noted. A comprehensive strategy is proposed for adapting the labor market of the country and its regions to these changes, in particular, through retraining and assessment of knowledge and skills in qualification centers with an emphasis on the needs of enterprises.

The need to transform approaches to restoring the country's personnel potential using European experience and taking into account current technological challenges is emphasized. The role and advantages of building a qualification centers network for the development and integration of Ukraine into the European Education Area, their potential in solving the problems of unemployment and internal migration of workforce are considered in detail. Despite the imperfect institutional framework, the importance of qualification centers at various management levels and support from various stakeholders is recognized. The value of cooperation with the system of vocational education and business for adapting educational programs to the needs of the labor market and expanding the services of qualification centers to humanitarian and socially significant professions is substantiated. The importance of solving the issues of efficiency and commercialization of qualification centers’ activities, especially at the initial stages of their creation, has been proved. It is emphasized that the sustainable development of qualification centers network is possible under the condition of combining various sources of funding, including state appropriations, investments from enterprises, and international grants.
