PROBLEMS AND PERSPECTIVES OF THE INNOVATIVE DEVELOPMENT OF UKRAINE’S METALLURGY

Abstract

In the framework of the discussion started by Academician of the NASU V.M. Heyets, the “round-table” meeting on the theme “Problems and perspectives of the innovative development of Ukraine’s metallurgy” was held in Dnipropetrovs’k at the National Metallurgical Academy of Ukraine on September 29, 2015. The “round table” was organized by the Division of the Metallurgy of the Academy of Sciences of Higher School of Ukraine and the journal “Economy of Ukraine.” It was aimed at the open interested discussion of problems and perspectives of country’s metallurgical complex on the critical stage of the European integration, development of scientifically substantiated proposals and recommendations as for the acceleration of the innovative development of the domestic metallurgy for the organs of state administration and local government, managers of metallurgical enterprises, scientists, and businessmen. The participants of the “round-table” meeting were members of the Division of the Metallurgy of the Academy of Sciences of Higher School of Ukraine, members of the Editorial board of the journal “Economy of Ukraine,” managers of leading corporations of enterprises and enterprises of ferrous metallurgy, scientists, government officials, businessmen, lecturers, and students.
The participants of the discussion stated that the crisis state of the domestic metallurgical complex threatens to the national security and affects negatively its innovative development and competitiveness. By analyzing the reasons for the crisis, the reporters mentioned the essential deterioration of the conjuncture of world markets of metallurgical products and focused mainly on the problems of narrowness of the internal market, inefficiency of state’s industrial and innovative investment policies, imperfection of the legislative and normative legal control over the innovative activity, unwarranted breaks in the chain “science – production – market”, and absence of the motivation of the owners of metallurgical enterprises as for the financing of strategical innovations and the training of an appropriate high-skill personnel.
It was proposed to include the specific and substantiated recommendations, which were advanced in the course of the discussion, as for the overcoming of the reasons of crisis phenomena in the metallurgical complex, as well as its innovative lag, to the State program of innovative development of Ukraine’s mine-metallurgical complex for 2016–2020. The participants of the discussion consider the development and the realization of this program to be basically important for the efficient use of possibilities, which are given by the EU – Ukraine Association Agreement
