Policy of the Universal Publishing Platform for Journals

of the National Academy of Sciences of Ukraine

 

  1. General Provisions

Purpose

The Universal Publishing Platform (Publishing Platform) is intended to host, manage and publish scientific journals founded by institutions of the National Academy of Sciences of Ukraine (NAS of Ukraine) with the aim of promoting Open Science, international visibility of research results and ensuring free access to peer-reviewed scientific materials.

Management and administration

The Platform is administered by the Publishing House “Akademperiodyka” of the NAS of Ukraine (PH “Academperiodyka” of the NAS of Ukraine), which is its administrator and provides technical support, educational and methodological support, and coordination of work in accordance with the Regulations of the Universal Publishing Platform of Journals of the NAS of Ukraine, approved by order of the director of the PH “Academperiodyka” of the National Academy of Sciences of Ukraine dated 26 December 2024 № 54 and approved by the protocol of the meeting of the working group on Open Science of the National Academy of Sciences of Ukraine dated 26 December 2024 № 24/4.

Scope of application

Only scientific journals founded by the NAS of Ukraine as a legal entity and/or institutions of the NAS of Ukraine may be placed on the Platform.

 

  1. Requirements for journals

The Publishing Platform hosts journals of the National Academy of Sciences of Ukraine that meet the requirements for Open Access journals as defined by the Regulations on Open Access Journals of the National Academy of Sciences of Ukraine, approved by Resolution № 127 of the Presidium of the National Academy of Sciences of Ukraine dated 20 March 2024.

The basis for publishing journals of the National Academy of Sciences on the Publishing Platform is an agreement between the PH “Academperiodyka” of the NAS of Ukraine and the NASU institution that is the founder/co-founder of the NASU Open Access journal.

The languages used for the interface of the Publishing Platform are Ukrainian and English. It is mandatory to provide metadata in English.

All journals are required to comply with international standards of scientific ethics (COPE, ICMJE, WAME). Violations, including plagiarism, fabrication, falsification of data or conflicts of interest, must be investigated in accordance with the procedures set out in the relevant policies of the journals, Publishing Platform and the PH “Academperiodyka” of the NAS of Ukraine.

 

  1. Open access and licensing

Open access

The Publishing Platform adheres to the principles of Open Access: all materials are available free of charge to users without subscription or registration.

Licensing

Authors retain copyright to their works while granting the journal the right to publish and distribute them. Sample forms of licence agreements are approved by the Order of the Presidium of the National Academy of Sciences of Ukraine dated 13 June 2024 № 352 “On Amendments to the Regulations on the Use of Intellectual Property Objects at the National Academy of Sciences of Ukraine Regarding the Application of Open Access Licences”.

To ensure Open Access, the Open Access user licenses are applied, which are regulated by paragraphs 7.1 and 7.8 of the Regulations on Open Science at the National Academy of Sciences of Ukraine, approved by Order of the Presidium of the National Academy of Sciences of Ukraine dated 12 June 2024 № 350.

 

  1. Technical infrastructure

Software (OJS)

The Platform operates on the basis of the Open Journal Systems (OJS) system, which provides automated management of the submission, review, editorial process and publication of articles in scientific journals, as well as their presentation on the Internet on the website of the relevant journal and the provision of metadata to designated aggregators and harvesters.

The institutions of the NAS of Ukraine — founders/co-founders of the journal — fill their own web resources on the Publishing Platform on the basis of agreements concluded with the PH “Academperiodyka” of the NAS of Ukraine, guided by the Regulations on the Open Access Journal of the NAS of Ukraine, the Regulations of the Universal Publishing Platform of Journals of the NAS of Ukraine, and other regulatory acts of the NAS of Ukraine.

Digital object identifier (DOI) and indexing

Each journal and individual articles published in them, as well as materials related to the articles (preprints, open data, appendices) must be assigned a digital object identifier (DOI).

The institutions of the NAS of Ukraine — founders/co-founders of the journal are obliged to develop and implement measures to ensure indexing in international databases (DOAJ, Scopus, Web of Science, etc.).

Metadata

Articles must be accompanied by complete metadata in Ukrainian and English, supporting the Dublin Core Metadata Initiative standard (in accordance with the set of elements) to ensure dissemination in the scientific community.

 

  1. Archiving and preservation

Long-term storage

Publishing Platform guarantees the long-term storage of scientific materials through backup copying and the use of international archiving systems (LOCKSS, PKP PN, CLOCKSS, etc.).

Archive accessibility

In case of discontinuation of the journal, its materials posted on the Publishing Platform remain accessible to the scientific community through the Platform or other related repositories.

 

  1. Roles and responsibilities

The institution of the NAS of Ukraine— founder/co-founder of the journal — is responsible for the quality of content, compliance with scientific and ethical integrity, organisation of peer review and decision-making on publications, and ensures the timely release of journal issues in accordance with the schedule and applicable requirements.

PH “Academperiodyka” of the NAS of Ukraine provides technical support, grants permission to publish the journal issue, supervise compliance with requirements, and monitors the activities of journals.

A detailed list of works and their distribution between the PH “Academperiodyka” of the NAS of Ukraine and the institution of the NAS of Ukraine — the founder/co-founder of the Open Access journal of the NAS of Ukraine — is specified in the agreement between the administrator of the Publishing Platform and the relevant entity in the media sphere.

 

  1. Violations and sanctions

Monitoring compliance with the policy

The Platform administration reserves the right to check the activities of journals for compliance with the Publishing Platform Regulations.

Response measures

In case of violations, the following response measures may be applied: a notice requesting the withdrawal of materials and/or the publication of an explanation by the journal on the page of the relevant article, temporary suspension of the journal's operations until the measures provided for in the journal's regulations and policy are taken, or refusal to continue hosting the journal on the Publishing Platform. In case of such a refusal to continue publishing, all content available on the Publishing Platform on the date of refusal shall remain unchanged.
