What hinders development of the national navigation?

Abstract

Crises processes resulted in loss of strategic environment by Ukraine on the World ocean space its exclusion from the sphere of international seaborne shipping operations and trade are analyzed in the article. Taking into account national characteristic features, European experience and world trends modern views and approaches to effective national sea policy formation are presented.
