The genesis, content and ways of implementing the concept of international environmental safety

Abstract

The article deals with the history of practical development on the international level of an integral concept of environmental safety. It is emphasized that effective solution of global environmental problems of the present time is possible only through the process of constant constructive dialogue between governments, business, scientists and representatives of civil society. To establish such a dialogue under the aegis of the United Nations it is advisable to create a permanent global environmental organization of a new type with universal membership and multiple national representation.
