The concept of forming protected areas system in order to conserve biodiversity of Ukraine on the ecological grounds

Abstract

To solve the acute problems of biodiversity conservation, new approaches are to be used in the formation of protected areas system. Conception of its creation based on multifunctional categories with different types of reservation conditions is presented. New principles of reserved objects analysis are suggested. The organization and operation of ecological network from the pan-European to regional level are based on these principles. The basic unit of reserved objects evaluation is biotope that shifts protection focus from territorial positions to ecological ones. The key idea is that all natural biotope types should have protected status. According to EU Directive 92/43 the main task is the classification, research, making a full inventory of biotopes and assessment of ecosystem services, which are viewed as a tool to implement national environmental policies of providing the foundations of sustainable development, regulation of relations between society and nature on ecological and economic grounds.
