State Target Program (Draft) of Municipal Heat and Power Engineering Modernization in 2012–2016 — Innovative Basis of Technological Update of Ukrainian Settlements Heat Supply Systems

The problem of scientific and industrial areas of municipal heat and power engineering is considered as a subject of fundamental and applied research. A fundamental provision of the basic role of the regional programs for municipal heat and power engineering modernization as an innovative base of technological update of Ukrainian settlements heat supply systems is formulated. Main research results to develop energy efficient technologies and equipment to upgrade the municipal heat-power engineering of Ukraine are cited. A draft version of State Target Program of the comprehensive modernization of municipal heat-power engineering of Ukraine for 2012–2016 years is developed. An innovative energy efficiency measures proposed by the Institute of Engineering Thermophysics, NAS of Ukraine are the basis of the program. The comprehensive recommendations obtained after performance of the same regional programs for 23 Ukrainian regions and Kyiv, Kharkiv and Sevastopol cities, based on the experience of a pilot program, implemented in Donetsk Oblast are also the base of the program. The main technical and economic parameters of the program are considered. The publication represents the program that was developed pursuant to the Presidium of NAS of Ukraine Resolution of 16.02.2011 № 37 «Results and problems of Ukrainian municipal heat and power engineering modernization».
