What Prevents from the Practical Implementation of the World Environmental Constitution Idea?

The article reviews the main obstacles towards the realization of the World Environmental Constitution idea: the lack of interest of the most powerful countries in the world, financial and economic problems, social and psychological attitudes in the world community and negligence of bureaucratic structures. In conclusion, the authors offer their own opinion considering the ways out of the situation.
