State special purpose program (project) for municipal heat and power engineering upgrade in 2010—2014

Abstract

Improvement of economic and power efficiency as well as reliability of Ukrainian municipal heat and power engineering functioning requires performance of a number of tasks aimed at energy saving by public utilities including saving and replacement of up to 30 % of natural gas. For such purpose Institute for engineering thermal physics of National Academy of sciences of Ukraine has prepared the project of the State special purpose program for municipal heat and power engineering updating in 2010–2014 that defines the role and place of municipal heat and power engineering in social and economic life of the country, provides for the complex update of the sector based on the innovation steady-state development, proposes a number of engineering and technical solutions with short payback period (3-4 years) and preferential application of domestic equipment and energy efficient technologies. The published work presents the program, draft program of which was discussed and approved at the general meeting of department of physical and engineering problems of power engineering of National Academy of sciences of Ukraine.
