The article analyzes the Decree of the President of Ukraine V. Zelenskyi "On the territories of the Russian Federation historically inhabited by Ukrainians" and the tasks outlined thereby for scientists. Evaluating the document as Ukraine's political response, the author shows the historical groundlessness of Putin's attempts to use "history to order" in order to justify the further escalation of aggression under the pretext of protecting the territory and population of historical Russia, which in fact amounts to denying the right to the existence of the Ukrainian state and its people, and therefore to the flagrant disregard of international law and the actual historical truth in efforts to recreate the Russian Empire.
