The contemporary Ukrainian nation as a dialectical unity of the national-civic and ethnic

The article presents the results of a study of the peculiarities of the emergence and development of the modern Ukrainian nation as an ethnically, culturally, linguistically and politically pluralistic civic community. Those are, in particular, the unity and struggle of opposites of the particular ethnic and the general national-civic in the process of nation-building and the connection of this process with the bifurcating social crises that accompanied Ukraine's sovereignization and the subsequent political, ideological and other changes within Ukrainian society. Among the reasons for these crises are the attempts of rival groups of the country's ruling class to politicize ethnic differences in the population of different regions in order to form and mobilize "their constituency", as well as the hybrid and full-scale military aggression of Russia and Russians against Ukraine and Ukrainians. The author analyses the conceptual contradictions of the legislation that should guide the state policy of nation-building and strengthening of social cohesion of the nation and ensure the institutional efficiency of the state ethnopolitical management. The author emphasizes the need to improve the legal regulations governing this policy and administrative practices. Suggestions for such improvement are substantiated.
