The Law of Ukraine "On Lawmaking" as a regulatory framework for law formation, lawmaking, Lex making and rulemaking in Ukraine

Abstract

On September 20, 2023, the Law of Ukraine "On Lawmaking" No. 3354-IX dated August 24, 2023 came into force, which defines the legal and organizational framework for lawmaking, principles and procedure for its implementation, participants in lawmaking, principles of rulemaking techniques, procedure for accounting for regulatory acts, as well as rules for the operation of regulatory acts, elimination of gaps, overcoming conflicts in regulatory acts and control over the implementation of regulatory acts. This article is the first step towards a broad public and scientific understanding of this Law, as it will further determine the legal policy of our country in the field of law formation, lawmaking, Lex making, and rulemaking.
