Abstract

The report emphasizes that the institutional capacity of the state in wartime is ensured by a combination of an adequate response of public authorities to various wartime challenges and the mobilization of society. However, in order to maintain the effectiveness of this combination, a prerequisite is the creation of effective institutions of public engagement based on public trust in government bodies of various levels — from the presidential institution to local governments, the ability of state institutions to be effective and their capability to guarantee security.
