National resilience of the country: strategy and tactics of anticipation of hybrid threats

In modern geopolitical conditions, the highest value of a country lies in its civilizational subjectivity, which makes the state truly independent. It has been shown that without subjectivity, independence becomes only a formality, a mask that covers the country's dependence on strong geopolitical players. That is why the resilience of the civilizational subjectivity of the country, which the authors characterize as national resilience, is extremely important. Based on the methodology of metaanthropological potentialism developed by the authors, national resilience is defined as a strategy to ensure balanced development and successful resistance to external and internal threats, and moreover as anticipating challenges and finding answers to them for decent self-realization and humanistic development. The external and internal dimensions of national resilience, as well as its priority areas are analyzed. The question of interaction of national resilience and national security is investigated, the problem of institutional maintenance of strategy of national resilience is put forward.
