Prospects and problems of development of human civilization have always worried society. Especially sharp interest arises up in them, as a rule, on the overbanks of history, in the period of public shocks and technogenic cataclysms. The global multilevel network of transdisciplinary knowledge, that is the natural successor of modern Internet-network on a way to knowledge-oriented society with its central service paradigm, must become the technological basis of such development. Such network functions on the basis of the strict mathematical and logic-functional models of steady (socioeconomic, scientific and technical, ecological, multifunctional) development of society, approved enough and partly realized from times of the well-known project of General national management system designed by academician V.М. Glushkov. One of key features of project is the use of offered by our great compatriot strategy of distant and near aims on the basis of constantly increasing possibilities of modern computer science and information technologies.
