Динаміка наукової спрямованості урядових актів законодавства в Україні протягом 1991–2023 років

У статті надано результати аналізу наукової спрямованості урядових актів законодавства України за галузями законодавства протягом 1991—2023 років. Актуальність теми визначається необхідністю удосконалення методів аналізу змісту урядових актів законодавства для проведення наукометричного дослідження їх наукової спрямованості. Новизна роботи полягає в удосконаленні методики та апробації наукознавчого підходу до комплексного аналізу наукової спрямованості урядових актів законодавства протягом доби Незалежності України (від 24.08. 1991 р. до сьогодні). Основні методи дослідження — наукометричний (сленговий) метод аналізу текстів документів, лінгвістично-юридичний, а також статистичні методи. Основні джерела статистичних даних — відкриті електронні бази даних на офіційному порталі Верховної Ради України «Законодавство України». Здійснено упорядкування критеріїв включення урядових актів законодавства до наукоємних документів. Визначено індекс наукової спрямованості актів законодавства та введено поняття «наукова спрямованість галузі законодавства» і «галузева ознака акта законодавства». Виявлено циклічний характер динаміки індексу наукової спрямованості всіх урядів України, що існували протягом доби Незалежності, яку для потреб дослідження розділено на два часові проміжки, що збігаються із президентськими каденціями Л. Кравчука та Л. Кучми (1991—2005 рр.), В. Ющенка, В. Януковича та В. Зеленського (2005—2023 рр.). Розроблено методичні підходи до апроксимації структури галузей законодавства залежно від наукових завдань. На підставі виявлених статистичних тенденцій виділено пріоритетні та традиційні угруповання галузей законодавства. Визначено, що посилення наукової спрямованості урядових актів законодавства залежить від кількості наукоємних документів галузі законодавства з питань освіти, науки, культури. Аналіз співвідношення між негативними, невизначеними і позитивними документами (урядовими актами законодавства) з ознаками наукоємності дав змогу визначити історичні та індивідуальні особливості наукової політики урядів України.
