Workflows are developed and energy consumption is established, circuits of power influence and efficiency destruction of solid ground by discharge are shown. The equipment is developed and made, the technological process is introduced. Destruction by the discharge satisfies the requirements of safety measures and productivity norms under conditions of reconstruction of operating sea and river ports and other constructions
