The article considers questions of the development and adjustment of the state information analytical system of prompt service of request and proposals from businesses and physical persons concerning creation and implementation of the priority trends of scientific and technological innovation activities, and prognostic materials on urgent problems of planning and predicting in the socio-economic sphere. The new rules of self-organization of corporate economic links between science, production and market, which can provide, regardless state financial support of research programs, a constant positive investment climate for innovations and development in scientific and technical, industrial and educational spheres are presented.
