THEORETICAL AND APPLIED FOUNDATIONS OF MODELING THE AGRARIAN SYSTEM AND THE STATE AGRARIAN POLICY

The implementation of the EU CAP mechanisms and standards in Ukraine will not have the expected effectiveness without first eliminating the inherent institutional problems. Among these are: underestimation of public initiatives in the state agrarian policy; distortion of reality, when support for the middle class in rural areas is declared, yet in fact conditions are created for agroholdingization, monopolization of land relations and access to resources and markets; ignoring the decline of rural areas; non-adherence to the strategic continuity of agrarian policy; systemless efforts at all levels of branch management in the implementation of the chosen policy.
The theoretical basis of understanding the agrarian system and formation of methodology for constructing its promising models is substantiated, the fundamental and applied foundations of the structure, content and functionality of the model components of the institution of agrarian system and the state agrarian policy are revealed. It is established that the theoretical basis of the model approach in the field of agrarian economics is the postulates of the institutional theory, the theory of "management teams" and the national idea. The agrarian system is proved to be a socio-economic institution by its content and characteristic features. The structure of the agrarian system is considered, its components are classified and hierarchized, the requirements for their description are determined. Algorithms for constructing a model of an agrarian system are developed, methodology and methods for filling its components with a content are proposed. It is established that the state agrarian policy is an integral part of the agrarian system and is shaped by the vast majority of its components, the most important of which is management. The definition of categories: "informal institutions", "organizations", "formal institutions", "national idea", "vision", "policy", "reforms", "management", "management teams" is summarized. The new content of such categories as "agrarian system", "model of agrarian system", "state agrarian policy" is substantiated.
The hypothesis is confirmed that the application of a model approach to the formation of an agrarian system solves the existing problems of the state agrarian policy and sustainable rural development policy and can be considered, among other things, for the formation of the policy of Ukraine’s wartime and post-war system.
