CHEMICAL INDUSTRY UNDER THE IMPACT OF WARTIME AND EUROPEAN INTEGRATION CHALLENGES

Abstract

The trends and threats affecting the development of the industry are highlighted in view of current challenges related, first of all, to the Russian Federation’s military aggression against Ukraine. Damage to enterprises, war-induced migration of the population and logistical gaps significantly slowed down the adaptation of producing facilities to new operating conditions, considerably reduced the volume of export shipments and narrowed the range of chemical exports, increased import dependence, complicated import substitution due to the increase in the volume of competing imports, the shortage of qualified personnel, the reduction in investment support for meeting the industry’s needs.

The prospects for the development of the industry are linked to the intensification of the innovative development of enterprises through the prism of the implementation of investment projects in the field of deep processing of various types of raw materials, the introduction of new technologies, and the use of public-private partnership tools. The possibilities for recovery of certain chemical sectors based on the implementation of investment projects stimulating import substitution in the industry are studied.

Solving the tasks of recovery and creating new opportunities for industrial business require taking into account the European experience in enhancing the technological and innovation levels of chemical production. The limitations and peculiarities of the European chemical industry’s transformation are revealed, and a number of initiatives introduced in Ukraine are analyzed in terms of adapting European experience to the tasks of the post-war recovery of the industry. The post-war recovery of the chemical industry will involve creating a conceptual vision of the industry’s economic resilience, which combines: the ability to resist external factors, reduce vulnerability and support the economy’s ability to recover, primarily on a new technological basis. Measures are proposed for the restorative development of the chemical industry in the process of overcoming the consequences of the war, for ensuring the resilience of the industry and supporting it in the implementation of strategically important investment projects; the tools for supporting the production of import substitute products are substantiated.
